NAGAFF 100% Compliance Team Suspends Planned APMT Shutdown After Govt Intervention

The 100% Compliance Team of the National Association of Government Approved Freight Forwarders has suspended its planned withdrawal of services at APM Terminals Apapa, following intervention by the Federal Government and security agencies.

The suspension was announced on 17 May 2026 by National Coordinator Ibrahim Tanko. He said the decision followed meetings convened by the Minister of Marine and Blue Economy, with the Department of State Services and the Commissioner of Police, Western Ports Command, engaging freight forwarders and port operators.

Tanko said the group acted “as a mark of respect for the Minister” and in recognition of his assurances that APMT would be made to operate in line with industry standards.

The planned action, earlier scheduled for 18 May 2026, stemmed from complaints over alleged arbitrary charges and poor service delivery at the terminal. In a notice dated 12 May, NAGAFF accused APMT of failing to provide functional infrastructure, leading to prolonged delays, congestion, equipment breakdowns, and financial losses for members through demurrage, storage fees and missed delivery schedules.

Despite prior complaints and meetings, the group said conditions had continued to deteriorate without corrective action.

With the suspension, NAGAFF said it would monitor developments to ensure freight forwarders’ concerns are addressed. The group said it expects APMT to use the window to resolve the issues and comply with operational standards.

The move is expected to avert disruption to cargo clearance and logistics operations at Lagos ports.

The notice was copied to Customs Area Controllers at Apapa, TCIP, KLT, and PTML.
